The Access Foundation has awarded £23,036 to Humanitarian Services for the Children of Vietnam (HSCV) to pilot a Digital Inclusion Project in three communes of Ba Vi District, Hanoi.
The programme will help women and older people access essential online public services safely and confidently, while strengthening local support so no one is left behind as services move online. Founded in 2002 and registered in Vietnam, HSCV empowers children and families through education, household support and community programmes. From scholarships and youth clubs to training for parents and community projects, HSCV’s mission is to help children learn and thrive by supporting them, their families and their communities.
The grant will fund five strands of activity:
· Digital skills workshops: one-day training for 90 participants on using public-service apps and basic online navigation, followed by 1:1 coaching.
· Online safety workshops: one-day training for 90 participants to recognise scams and stay safe online, with post-session coaching.
· Train-the-trainer for local leaders: 45 members of three Digital Transformation Units will receive three days of practical training so they can support residents long after the project ends.
· Community tech access: essential equipment—computers, printers and projectors—installed at three community centres, expected to serve ~500 users per year.
· Baseline & endline surveys: feedback and outcome tracking across all three centres to improve and scale the model.
For communities where many men work away from home and women and elders shoulder daily responsibilities, digital transitions can deepen exclusion. This project offers practical, patient support—skills, safe spaces and local champions—so people can apply for services, access information, and stay protected from online scams.
By August 2026, the pilot aims to directly reach 1,935 people through training, leadership development and community access. Looking ahead, HSCV will use the evidence from this pilot to strengthen local capacity and seek further support so even more families can participate fully in Vietnam’s digital future.
